On Wednesday the 21st of March, Austcham Beijing in conjunction with the Australian Embassy Agriculture Section will be hosting the Agriculture Breakfast Briefing.
With China expected to hold up to 43% of the global growth in agricultural demand by 2050, plus the opportunities opened up by ChAFTA sets Australia in a strategic position to cater for China’s growing population. The Australian Embassy Agriculture Section will reflect on the past twelve months, and outline the plans for the year ahead, followed by Q&A.
A light breakfast with tea and coffee will be served.

Mr Paul McNamara
Minister Counsellor – Agriculture (North Asia) – Beijing
Paul was appointed Minister Counsellor – Agriculture (North Asia) at the Australian Embassy in Beijing in January 2016. He has worked on a wide range of policy, program and financial issues over a long career in the Australian Public Service (APS). Since joining the Department of Agriculture and Water Resources in 2010, he has managed large natural resource management programs, worked on sustainable agriculture and carbon farming policy issues and on international and domestic forest policy, including representing the Australian Government at APEC.
He has worked across a number of APS agencies including the Department of Finance and the Department of Infrastructure and Transport on issues including agriculture, science and education budgets, capacity building within Southeast Asia, bilateral and multilateral negotiation of forestry issues at international forums, structural reform and privatisation (including the establishment of Dairy Australia). Paul has postgraduate qualifications in economics and management.
Mr Adam Balcerak
Counsellor (Agriculture – Technical) — Beijing
Adam was appointed Australia’s Counsellor (Agriculture – Technical) at the Australian Embassy in Beijing in January 2015. He has had a diverse range of professional experiences working across Australian state and federal governments as well as the private sector. Since joining the Department of Agriculture and Water Resources in 2007, he has worked on issues including the live animal, meat, dairy and horticulture trades in South East and North Asia. He has been involved in the negotiation and implementation of several bilateral and regional free trade agreements. Adam also has experience in multilateral policy engagement through his work with the Food and Agriculture Organization of the United Nations (FAO). Adam completed a Bachelor of Social Science in 2006 and a Bachelor of Arts (Hons) in 2008.
