聚焦提升协定可操作性,支持中澳经贸合作下一阶段发展 

On 31 March 2026, AustCham China submitted its formal response to the review of the China–Australia Free Trade Agreement (ChAFTA). 

2026年3月31日,中国澳大利亚商会已正式就中澳自由贸易协定(ChAFTA)审议提交书面意见。 

Our core message is clear: ChAFTA has delivered substantial value and remains an important foundation for bilateral trade and investment. But the next stage of the Australia–China economic relationship will depend increasingly on whether ChAFTA and the broader bilateral framework work well in practice for business. 

我们的核心观点很明确:ChAFTA在过去十年为双边贸易和投资发挥了重要作用,仍然是中澳经贸关系的重要基础。未来一阶段,中澳经贸关系能否释放更大潜力,将越来越取决于ChAFTA及更广泛双边经贸框架在实践中是否真正便于企业使用、是否能够更有效支持企业开展业务。 

Why this matters now 

为什么这项审议很重要 

Over the past decade, ChAFTA has helped support trade growth, improve market access and deepen commercial engagement between Australia and China. AustCham China’s submission argues that this foundation remains valuable and should be strengthened. 

过去十年,ChAFTA为中澳双边贸易增长、市场准入改善以及商业合作深化提供了有力支持。中国澳大利亚商会在此次提交中指出,这一基础依然宝贵,值得在新阶段进一步巩固和完善。 

At the same time, the structure of commercial opportunity between Australia and China is changing. 

与此同时,中澳之间商业机会的结构也正在发生变化。 

The relationship can no longer be understood only through the lens of Australian exports to China. Increasingly, it operates across four connected channels

中澳经贸关系已不能仅仅通过“澳大利亚对华出口”来理解。未来的机会越来越体现在四个相互联系的渠道上:

Taken together, these channels support not only trade, but also productivity, resilience, innovation, capability-building and long-term economic performance.

Where businesses see future opportunity

Drawing on AustCham China’s Doing Business in China reporting and broader member engagement, the submission highlights that businesses increasingly see future opportunity in areas such as:

In many of these sectors, success depends less on tariff settings alone and more on whether the surrounding systems — from standards and approvals to logistics, digital trade infrastructure and investment settings — work smoothly in practice. 

在这些领域中,企业能否取得成功,往往不再主要取决于关税水平本身,而更多取决于相关体系在实践中是否运转顺畅——从标准与审批,到物流、数字贸易基础设施以及投资相关制度,都是关键因素。 

That is why the submission places strong emphasis on making the agreement work better in practice. 

这也是为什么我们的提交特别强调:下一阶段的重点,不只是协定“有没有”,更是协定“能不能在实践中更好发挥作用”。 

The key message from business 

企业释放出的关键信号 

Our submission does not suggest that there is no scope for further tariff reduction or improved market entry. In some areas, businesses do identify opportunities for targeted enhancements, including further tariff reduction and improved market entry. 

我们的提交并不意味着未来没有进一步降税或改善市场准入的空间。事实上,在一些具体领域,企业确实看到了通过有针对性的优化来进一步改善准入条件和商业环境的机会。 

However, this is not the dominant message emerging from the evidence. 

但从整体证据看,这并不是最主要的信息。 

More often, businesses are saying that ChAFTA should work better in practice. That means: 

更普遍、更一致的企业反馈是:希望ChAFTA在实践中运行得更顺畅、更可预期、更有效率。这包括: 

  • less friction 
  • stronger digital usability 
  • greater predictability 
  • more efficient customs and documentation processes 
  • better support for services mobility 
  • clearer regulatory and approval pathways 
  • practical mechanisms to improve implementation

In short, the review should focus not only on market access in the narrow sense, but on the broader usability and effectiveness of the agreement in a more complex commercial environment. 

换句话说,本次审议不应只从狭义市场准入角度理解,更应关注协定在更复杂商业环境中的可用性、可操作性和实际效果。 

Chinese companies are part of the next stage of opportunity 

中国企业也是下一阶段机会的重要参与者 

An important feature of AustCham China’s submission is that it treats Chinese companies as part of the next stage of bilateral business opportunity, not simply as counterparties. 

中国澳大利亚商会此次提交的一个重要特点,是明确将中国企业视为下一阶段双边商业机会的重要参与者,而不仅仅是交易对手。 

The submission explicitly recognises that the next stage of the relationship will involve not only Australian exports to China, but also: 

提交文件明确指出,未来一阶段中澳经贸关系的发展,不仅体现在澳大利亚对华出口,也体现在: 

  • Chinese exports to Australia that improve affordability, productivity and project delivery in sectors such as clean energy, advanced manufacturing and construction-related systems 
  • Chinese investment into Australia that can bring capital, technology, industrial capability, supply-chain integration, local capability-building and commercially viable delivery models, where appropriately structured 
  • 中国对澳出口:在清洁能源、先进制造、建筑相关系统等领域,为澳大利亚带来更具成本竞争力的投入品、技术和系统解决方案,支持项目落地、提升生产率和改善可负担性; 
  • 中国对澳投资:在条件合适、安排得当的情况下,带来资本、技术、产业能力、供应链整合、本地能力建设以及更具商业可行性的交付模式。 

This matters because many future opportunities will depend on more practical and predictable arrangements for cooperation across trade, investment, standards, services and project delivery. 

这之所以重要,是因为未来很多机会都将取决于双边在贸易、投资、标准、服务和项目交付等方面,能否形成更务实、更顺畅、更可预期的合作安排。 

AustCham China’s key recommendations 

中国澳大利亚商会的重点建议 

The submission recommends that the review prioritise practical, commercially meaningful improvements in three broad areas: 

此次提交建议,ChAFTA审议应优先聚焦以下三个方面的务实改进: 

1. Making trade and digital systems work better 

一、提升贸易和数字体系的实际运行效率 

Including digital certificates of origin, paperless trade systems, customs interoperability, more efficient digital trade pathways, and stronger support for e-commerce and SMEs. 

包括推动原产地证书数字化、无纸化贸易、海关系统互联互通、数字贸易流程优化,以及为跨境电商和中小企业参与提供更便利的支持。 

2. Making services, investment and regulation more workable in practice 

二、提升服务、投资和监管安排在实践中的可操作性 

Including better services mobility, clearer information and contact points for investment-related processes, and stronger cooperation on standards, conformity assessment, approval pathways, carbon-related frameworks and other areas affecting market access, project viability and financing. 

包括优化服务和专业人员流动安排,提升投资相关流程的信息透明度和沟通机制,并加强在标准、合格评定、审批路径、碳相关框架等方面的合作,以减少制度摩擦,支持市场准入、项目可行性和融资安排。 

3. Improving implementation, pilot programs and resilience 

三、强化落实机制、试点安排和抗干扰能力 

Including practical pilot programs, SME support, more structured consultation where trade frictions affect strategically important inputs, and stronger mechanisms for transparency, consultation and problem-solving when legitimate trade or investment encounters unexpected barriers or delays. 

包括开展务实试点、支持中小企业更好使用协定、在关键投入品受到贸易摩擦影响时加强沟通与协调,并建立更有效的透明度、磋商和问题解决机制,以应对正常贸易或投资活动中出现的突发障碍或延误。 

A practical and forward-looking review 

推动一次务实、前瞻的审议 

AustCham China’s view is that China remains an important economic partner for Australia, and that ChAFTA remains a critical foundation for engagement. But the bilateral economic relationship is entering a new stage, in which future opportunity will depend less on tariff liberalisation alone and more on whether the bilateral framework supports practical cooperation across investment, technology, industrial capability, standards, services and project delivery. 

中国澳大利亚商会认为,中国仍然是澳大利亚重要的经济伙伴,ChAFTA仍然是双边经贸往来的关键基础。但双边经济关系正在进入一个新阶段:未来机会将越来越少地单纯取决于关税减让本身,而越来越取决于双边框架能否有效支持投资、技术、产业能力、标准、服务和项目交付等方面的务实合作。 

If that framework is not adapted, Australia risks under-capturing the commercial, technological and industrial benefits available through deeper and more practical engagement with one of the world’s most important markets and increasingly important sources of capability. The issue is not whether Australia should set aside national-interest, security or strategic judgments. It is whether, within those settings, Australia’s framework for economic engagement with China remains fit for a world in which industrial capability, technology access and commercially viable delivery increasingly depend on deeper and more operational engagement. 

如果这一框架不能适应新的形势,澳大利亚就可能无法充分把握与中国这一全球最重要市场之一、同时也是越来越重要能力来源之一开展更深层次务实合作所带来的商业、技术和产业收益。 

问题并不在于澳大利亚是否要放弃其国家利益、安全或战略判断,而在于:在这些政策边界之内,澳大利亚当前对华经济合作框架,是否仍然适应一个更加重视产业能力、技术获取和商业可行交付的新阶段。 

Looking ahead 

展望未来 

The submission argues that the most important opportunities over the next five years are not defined solely by traditional goods trade, but by four interconnected channels: exports, outward investment, inward flows of industrial inputs and capability, and inward investment. Increasingly, the opportunity is not only to exchange more, but to deepen cooperation across supply chains, investment, innovation and project delivery in ways that support productivity, resilience and long-term economic performance. 

我们的提交认为,未来五年中澳经贸关系中最重要的机会,并不只来自传统货物贸易,而是来自四个相互联系的渠道:出口、对外投资、工业投入和能力的流入,以及对内投资。未来的机会,不只是“彼此卖更多”,更在于围绕供应链、投资、创新和项目交付深化合作,从而提升生产率、增强韧性,并改善长期经济绩效。 

Over the next five years, there is a substantial opportunity for complementarity to broaden into joint capability through deeper cooperation, including co-investment and co-innovation, in sectors where both countries bring different strengths. In this next stage, the relationship will be defined not only by what Australia and China sell each other, but increasingly by what they can build together. 

未来五年,中澳之间存在将“互补性”进一步拓展为“共同能力”的重要机会——通过更深层次合作、共同投资和协同创新,在双方各具优势的领域形成更有实效的合作模式。在这一新阶段,中澳关系将不仅取决于彼此卖什么,也将越来越取决于双方能够共同建设什么、共同实现什么。 

AustCham China therefore encourages a constructive and forward-looking ChAFTA review — one that builds on what the agreement has already delivered, while ensuring that this important bilateral framework remains fit for a more complex and competitive era. 

中国澳大利亚商会因此鼓励以建设性、前瞻性和务实的方式推进ChAFTA审议:既要巩固协定过去十年已经取得的成果,也要确保这一重要双边框架能够适应一个更加复杂、更具竞争性的新时代。
